Budget Application Overview

The Budget Application allows users to look at all monies budgeted in a given fiscal year. The domain has been set up to view this information in a 3 tiered format, so that the user can opt to consume the information broadly, more distinctly, or drill down on specific records.

Glossary of Terms

Disbursement Amount – dollar amount paid for goods and service.

Expense – An outflow of City funds, such as for services.

Budget Code – The numeric code that, uniquely describes an allocation within a budget schedule.

Adopted (Budget) - A plan of financial operations, legally adopted by the City, after a vote by the City Council, providing an estimate of expenditures and revenues for a given fiscal year, and providing details of expected debt financings. Under law, the Adopted budget has to be balanced. The Adopted budget includes the Expense budget, which is used to fund the City’s day to day operations and the Revenue budget, which is a forecast of how much money the City expects to collect during the fiscal year from taxes and other resources. The Adopted budget also includes the Contract budget.

Modified (Budget) – The budget reflecting changes made to the Adopted budget subsequent to the start of the fiscal year. These changes are due to new estimates of expenditures and revenues.

Pre-Encumbered - Amount expected to spent, but for which there is no legal obligation to spend.

Encumbered – Amounts committed to pay for goods and services contracted for but not yet received. Encumbrances outstanding at fiscal year-end are reported as reservations of fund balances and do not constitute expenditures or liabilities in the current fiscal year, because the commitment will be honored during the subsequent year.

Accrued Expense - An accounting expense recognized by the City before it is paid for.

Cash Payments – Liquid funds, which can be an expense (such as for payment of goods and services) or revenue (such as tax payments). The Comptroller’s Office prepares a schedule of forecasted incoming and outgoing cash, a schedule known as the ‘Cash Flow’.

Post Adjustments – Events after the date of the financial statements which result in adjustments to the financial statements when they are next issued.

Fiscal Year - is a period used for calculating annual ("yearly")financial statements, which covers the period 7/1/XX through 6/30/XX of the following year.


‘Committed’ - Sum of ‘Pre-Encumbered’ , ‘Encumbered’ , ‘Accrued Expense’, ‘Cash Payments’ and ‘Post Adjustments’.

‘Remaining Budget ‘ - ‘Modified Budget’ minus ‘Committed Funds’.

Percent Difference’ - ‘Modified Budget’ for current FY minus ‘Modified Budget’ for Prior FY divided by ‘Modified Budget’ for prior FY and multiplied by 100.

Graph Visualization – provides visualization for the following:
-Fiscal Year Comparisons -
-Top Ten Expense Categories by Budget
-Top Ten Agencies by Budget

If you allow your cursor to hover over the bars in the charts, you will be able to see what each bar represents. The graphs automatically change every 40 seconds, or you can click on the circle beneath the graph to forward through to the next visualization.
The bars on each graph are hyperlinked to the specific spending transactions that the graph illustrates.
The Grid view hyperlink above the visualization displays the information on the graphical visualization as numeric data in a table format within a new browser window which can be exported to an excel spreadsheet. (A new browser window displays the information).
Show Details Hyperlink – By clicking on this hyperlink, you can expand the page to show another layer of detailed Budget information.

Column Arrows – The arrow in front of the "Modified" column allows you to sort the information by greatest or least amounts

‘+’ Button – By clicking on the ‘+’ the widget will expand from a ‘Top 5’ listing to display a maximum of 150 rows of record. When expanded, the ‘+’ symbol will transform to the ‘-‘ symbol. Clicking on the ‘-‘ symbol will collapse your records back down to ‘Top 5”.

'Details' link – Clicking on the ‘Details’ link will bring you to an exportable detail transaction page.

Blue Hyperlinks – Clicking on the blue hyperlinks will refresh the page for the information selected. Within the table, the ‘Agency’ and ‘Committed’ columns will be hyperlinked. When a user clicks on any particular ‘Agency’, the system will direct the user to and ‘Agency’ specific landing page. When a user clicks on any particular value for ‘Committed’, the system will redirect the user to the ‘Budget Details’ page.


Basic Search – Basic Search allows you to search through all domains. The results will default to spending transactions and is equipped with smart search capability.

Advanced Search - Advanced search gives the user the ability to narrow their searches by a series of different filters; i.e., Agency, Department, Expense Category, Budget Code, Year Adopted etc.

Faceted Search – Allows users to explore a collection of information by applying multiple filters employing a hierarchy structure.

Citywide Agencies – Allows users to select information on a particular agency by choosing from a pre-populated agency drop down list.
